Story[]
Rudra is obtained from the Dragon Temple located on the island northwest of Gust.
Abilities[]
While in this form, Ryu's attack will become 400 and he gets a 140% increase to his defense. Rudra's attack does a base damage of 400 making it the second strongest Dragon Form, behind only Agni.
Etymology[]
Rudra is a Hindu God whose name translates to "The Mightiest Terror".
