Angler is a boss enemy that appears in Breath of Fire III. It is encountered at Steel Beach.

When fighting Angler, beware of its Venom Breath, as it may poison your entire party, and Thunder Clap, which deals heavy lightning damage to a single target. To counter this have a large amount of Antidotes and Blowfishes in your inventory and equip a character with a Thunder Ring. Be also wary of Bone Dart, as it causes confusion, which can be devastating depending on which character gets confused (Ryu in particular can be very dangerous when confused). Angler is weak to ice, so transform Ryu by using the Frost and Force Genes to become a Frost Warrior. You can also give him the Gross Gene if you want, but that'll increase the risk of what damage he could do to the team if confused, so it's not totally recommended. Ryu should use Frost Claw, possibly Force as well during EX turns to bolster it. Garr should use physical strikes plus Focus if he has it. If you have Rei, don't use Weretiger due to the risk of Bone Dart's confusion side-effect. Instead have him Pilfer the Fish-Head early, then use physical attacks. If he has it, Shadowalk can be very effective here. If using Nina, use Iceblast but not Blizzard, which seems to do less damage for some reason. Though if she has it, Magic Ball and/or Mind Sword deal more impressive damage. If she has Meditate, use it before using any spell to increase the damage output. If using Peco, physical attacks are best for him. Heal when necessary using either spells or Vitamins.
